Note: We're quite overdue a release on this, mostly due to Pico SDK changes causing some uncertainty about wakeup behaviour and whether or not Badger 2040 would still feel responsive without another rewrite of the (very janky) wakeup IO latch patch.

• Bump Badger 2040 to the latest MicroPython/Pico SDK.
• Add a fix for greying screens- effectively avoid powering them off before hard power-off so they (the hypothesis follows) drain residual voltage into logic circuits rather than the display itself.
• Target the PicoVector2-and-layers branch of Pimoroni Pico, which is effectively the "dev" branch at the moment
